Under the guidance of the Institute for Population Health Improvement (IPHI) Chief Administrative Officer (CAO), the Research Data Analyst 3 (Evaluation Specialist) will provide overall evaluation and research support for IPHI's Housing & Community Development Evaluation program, funded by the California Department of Housing & Community Development (HCD). The incumbent will play a critical role in establishing and implementing a framework to monitor and evaluate activities related to major HCD program areas. This includes but is not limited to the following program types: grants & funding for affordable homes, community development investments, and local planning oversight. In collaboration with HCD, the incumbent will assist in the development of a systematic/standardized approach for evaluating and reporting the progress of HCD programs, and begin implementation of those systems. This will include project managing the creation of initial evaluation processes, an assessment of current data and systems, assistance with determining appropriate program outcome measurements and other metrics, data quality controls, and a framework for expanding evaluation efforts over time. Additional responsibilities will include developing reports/dashboards on program goals and outcomes, and making presentations that are accessible to a variety of audiences.
Knowledge and experience using evaluation and statistical methods.
Experience conducting quantitative and qualitative data collection.
Ability to analyze diverse datasets, both qualitative and quantitative in nature, and directly prepare analyses and reports.
Project management experience and skills to establish and meet timelines, goals, coordinate multiple projects, evaluate program and contractor performance.
