The University of Illinois Hospital & Clinics (UI Health) is seeking a Director, Quality Performance & Improvement. Under general supervision of the Associate Vice Chancellor for Quality & Patient Safety/UIH Chief Quality Officer (CQO), this position provides expertise to all levels of leadership and staff of UI Hospital & Health System in the areas of performance improvement and change management to achieve its mission of providing high quality, cost-effective healthcare. Responsible for the direction of the Quality function and provides key leadership support in enterprise-wide strategic planning and the development of a high-performance Quality & Safety culture. Advises senior leadership and supervises Quality professionals, including Quality Specialists and Clinical Practice Data Analysts. Contributes leadership and assistance to enterprise-wide initiatives as a member of the Associate Vice Chancellor for Quality & Patient Safety and CQO's leadership team.
Perform a key leadership role in the development of an organization?wide culture of safety and quality improvement, informing the evaluation and implementation of performance improvement (PI) models, assessing PI education needs, linking PI activities and data with strategic goals.
Oversee database system management utilized to abstract, analyze and report national quality measure outcomes (aka "core measures") to regulatory agencies and quality improvement forums, including manually abstracted, electronic, structural, web, and hybrid measures, as well as assessing reputational and compensatory performance related to externally reported entities such as the CMS Stars program, the Leapfrog Survey, Vizient, and others. Share data internally, collaborate with clinical operational improvement teams to close performance gaps. Annually select metrics in accordance with current requirements, notifying regulatory agencies and the appropriate core measure vendor(s.)
Collaborate with Information Services, HIM Coding, and Clinical Documentation Improvement to optimize electronic health record data extraction processes related to national quality and patient safety measures in a manner which aligns with clinician workflows.
Oversee reporting utilizing advanced data analytics to inform performance assessment, with an emphasis on "realtime" data provided to the operational user at the point of care.
Lead Quality Improvement education, including training of senior leadership via workshops, just in time training, and other educational "showcase" forums such as the Annual Quality & Safety Fair, in support of a unified methodology and approach to performance improvement. Oversee maintenance of Quality Department educational website.
Identify need for performance improvement teams to support strategic priorities, initiate development of appropriate charge, assist recruitment of appropriate stakeholders, and facilitate leadership of complex initiatives to successful implementation.
Partner with Safety & Risk Management and Infection Control leadership to develop and implement a uniform approach to root cause analysis education and corrective action plan development.
Promote cross?departmental collaboration to improve the integration of care across the clinical continuum, utilizing best practices, implementing systems emphasizing measurement and accountability, including unit, service line and/or provider?level feedback.
Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that a qualified staff exists to meet group objectives.
Perform other related duties and participate in special projects as assigned.
Bachelor's degree in healthcare related field required; Master's degree preferred.
Current certification as a Certified Professional in Healthcare Quality (CPHQ) required.
Five (5) years of experience in a healthcare setting leading quality initiatives and reporting quality data; Prior leadership experience preferred.
Proven track record of implementing change effectively.
Leadership and change management skills to advance Quality and a culture of safety.
Capacity to assess enterprise?wide program needs and facilitate leadership priority-setting related to QI and Safety.
Ability to lead software/database system implementation.
Knowledge of "systems thinking" and ability to lead and train multidisciplinary teams. Knowledge of and experience abstracting, submitting and reporting CMS, Joint Commission, and Inpatient Psychiatric Facility Reporting Program national quality measures ("Core Measures".)
Complex analytic problem-solving skills.
Demonstrated project management skills.
Demonstrated use of Performance Improvement tools and techniques (e.g. CQI, Lean/Six Sigma, Model for Improvement).
Demonstrated knowledge of best practice concepts and tools.

PC-based computer skills including Word, Excel, and PowerPoint and data analytics applications.
