Healthcare and Insurance is responsible for managing health insurance and other insurance benefit programs for Federal employees and annuitants governmentwide.
The Deputy Associate Director, Program Development and Support (DAD PDS) has oversight of program groups responsible for delivering innovative healthcare and insurance technical and business solutions for all our insurance benefit programs.
DAD PDS is instrumental in shaping legislation and regulatory guidance.
Oversee programs and implement projects to support the effective implementation of Federal health insurance and other insurance benefit programs;
Oversee annual Federal Benefit Open Season preparation, execution, communication and outreach;
Apply program management principles for effective oversight of complex, multifaceted, enterprise healthcare and insurance programs and projects;
Lead the development of the organizational data management model and strategy to support evidence-driven decision making for Federal healthcare and insurance benefits;
Oversee the implementation of federal health program policies, including the development of operational policies and guidance and stakeholder outreach;
Oversee HI outreach and program services responsible for coordination with Agency Benefit Officers (ABO), Federal Employees Health Benefits (FEHB) Carrier communications, and Tribal Program administration
Oversee a portfolio of systems and applications to support HI?s unique business and data analysis needs. Liaise with the Office of the Chief Information Officer to obtain needed infrastructure support for these systems and applications.
Enhance enrollee experience and establishing policies and procedures related to the administration of an enrollment in insurance programs.

Healthcare and Insurance (HI) is responsible for the Government-wide administration of insurance and benefit programs for Federal employees, retirees, and their families, and in some cases, active and retired members of the uniformed services and their family members. The Federal Employees Health Benefits (FEHB) Program is the largest employer-sponsored health insurance program in the world, covering more than 8 million Federal employees, retirees, and family members.
HI also administers the Federal Employees’ Group Life Insurance (FEGLI) Program, as well as three voluntary, enrollee-pay-all programs: the Federal Long Term Care ...Insurance Program (FLTCIP) to help pay for costs of care when enrollees need help with activities they perform every day, or have a severe cognitive impairment; the Federal Flexible Spending Account Program (FSAFEDS) to save money to pay for dependent care and/or qualified medical expenses not typically covered by an FEHB Plan or other coverage; and the Federal Employees Dental and Vision Insurance Program (FEDVIP), a supplemental dental and vision benefits program.
HI coordinates and administers the annual Federal Benefits Open Season, during which current enrollees can enroll or change their enrollment in FEHB, FSAFEDS, and FEDVIP. In addition, HI performs operational, analytical, and systems support; policy development and implementation; actuarial analysis; and stakeholder outreach and education for each of the Programs mentioned above.
