The Senior IT Analyst - .Net Developer is responsible for design, implementation, and maintenance of custom applications to meet the analysis and reporting needs for Duke's Population Health Management Office (PHMO). Candidates must have strong .NET programming skills necessary for the development, maintenance and enhancement of existing web applications (ASP.Net MVC) and other .Net applications.
The PHMO department is the central entity within Duke Health responsible for the administrative and care management aspects of Duke's value-based care contracts. This position will reside on the PHMO Data & Analytics team, reporting to the Data Engineering team lead.This position is responsible for ensuring each solution is extensible, adheres to internal and/or industry standards, and operates with minimal manual interference.
Duties and Responsibilities:
Design, enhance and document effective, scalable and efficient code.
Ensure solutions are aligned with business and IT strategies and comply with the organization's architectural standards.
Develop, implement and maintain schedule/dependency logic for automated ETL processing.
Develop monitoring, logging, and error notification processes to ensure data is updated as expected and processing metrics reported.
Participate in the creation and maintenance of standards for coding, documentation, error handling, error notification, logging, etc.
Accountable for conforming to established architectural, developmental, and operational standards and practices including creation of ETL metadata.
Work with other team members in establishing and sharing design and development techniques of the ETL process.
Assist in the maintenance and administration of applications and software used by the PHMO Data and Analytics team
Evaluate and recommend database development tools
Assist in application and database performance tuning
Participate in system architecture design
Effectively communicate issues or project status updates with customers, team members, and/or IT management.
Identify and enforce data standards or best practices to ensure consistent and maintainable structures in the database.
Assist with maintenance and troubleshooting issues
Serve as a technical resource for discipline in cross-functional teams.
Individual contributor that works under limited supervision, who can perform and coordinate simple to complex projects with minimal direction.
Maintain a level of exposure to external industry and market technical intelligence
Required Qualifications at this Level
Education:
Bachelor's degree in a related field, or four years of equivalent technical experience required
Experience:
3+ years of experience, or an equivalent combination of relevant education and/or experience.
Knowledge, Skills, and Abilities:
Full-Stack .Net programming skills, including:
Strong working knowledge of object-oriented programming within the .NET framework using C#, ASP.Net, MVC architecture, Entity Framework, LINQ, etc.
Strong working knowledge of scripting languages (JavaScript, JQuery, etc.)
Experience with web security, multi-user/multi-level application access setup and configuration
Working knowledge of complex SQL in Microsoft SQL Server, PL-SQL, with SQL Server Reporting Services a plus
Working knowledge of .Net scripting within SSIS a plus.
Excellent analytical and problem-solving ability required
Knowledge and experience in relational and dimensional database design techniques
Proven ability to produce logical flows to support the design of data solutions
Ability to produce data flow diagrams to show data lineage
Knowledge of Entity Relationship (ER) Diagrams
Thorough understanding of data modeling
Highly self-motivated and self-directed
Strong organizational skills with attention to detail
Solid and effective written, interpersonal, oral and presentation skills
